Why didn't she just subtly put them behind/under the driver's seat, the cop standing outside the car would never have seen.

I thought it was quite interesting after the Passat chase that the 2 Policeman were saying how the ‘community’ would be defending the man and not phoning in about a Passat driving round with the front smashed and hanging off.

Do they really expect members of public to phone 101 or 999 about every car driving around that’s a bit smashed up? I wouldn’t phone it in assuming perhaps they’ve been unlucky enough to have a smash and driving home. Knowing the MET call handlers they’d probably wonder why I even bothered and it would go ignored.

Think I’m with the military guy too. What has his rank got to do with it? Name and address should suffice shouldn’t it?

I think they wanted to report him to the Military Police - where rank would be a factor.

£80 for carrying a stanley knife/drunk
£600 for pissing up a shop
A warning for the chap growing and selling drugs and stealing plants

I think the policeman has the discretion to decide whether the individual was doing something wrong or not. Judgement does enter the equation.

I'm pleased you mention that, it just seemed completely the wrong way round, I'm amazed they didn't make sure they got Alan Titchmarsh to go round and help put up his stolen goods, and build him a better setup for growing his weed, made no sense at all.

There was no charge for carrying a knife as no evidence, he was given the standard £80 fine for being drunk & disorderly

It's not that he had done anything wrong but the fact that wasn't overly forthcoming in assisting the police. If there was need to speak to him later regarding what he had witnessed or whatever, adding the rank to a name narrows the field down immensely when trying to identify him.
Try and positively identify a guy called 'A. Jones' in something like Royal Regiment of Wales with just the name....

If the guy who was assaulted was part of the group which Mr 'Rankshy' was with, then his CoC might want him to explain wtf went on and if he was aware of the highly intoxicated state in which he was in, why didn't he intervene / send him home / whatever.

With rank, comes responsibility.

If I heard correctly, the driver didn't have a license, either. Pair of assholes who no doubt drove around in the same mode all the time.
