Can't see smart meters being made mandatory because no-one wants to pay for them, been talking about them long as I've been in the game (20 years). Maybe when the networks have been properly run into the ground and are actually physically falling to bits through the owners "zero investment/maximum profit" model and you/me take it up the ass and stump up stupidillions to rebuild them we might see something.

They are "free"! oh wait like all eco loon green ste it goes on everybodys bill!!!
