Don't think he's a failure by any means, these are very challenging and difficult times to be a PM, especially in a coalition. However, I do think he's been a disappointment, but that would hardly single him out, but in reality very little of substance has been achieved (the cuts are an illusion) and the old boy network appears to be functioning better than ever.
