That looks like the first part of the treatment for a congenital hip displacement. That kid probably has the "Joan Collins" position for a few weeks to get the hip joints sorted for plaster, then plaster from waist to ankles in a frog legs position for about 4-6 months, then followed by a metal brace and cups at the knee to hold the hip position without plaster, leaving the lower leg free to avoid completely destroying leg muscle tone. It is potentially up to a 2 year process to fix it, and the condition was probably discovered at the 9 month check.
The parents do not know what is going to hit them. Think about it, a metre wide, totally stiff 9 month old kid that weighs a lot due to plaster, does not fit into high chairs, push chairs, car seats etc, and with a small "access" hole in the plaster to deal with 6 months' of bodily waste outputs whilst keeping the plaster spotelessly clean are a few challenges of the many.
But the good news is that there is likely to be a good outcome for the kid.

Holy hell. That does not sound like fun. (coming up to 9 months after breeched, so already had some hip checks done that appeared ok...)It is potentially up to a 2 year process to fix it, and the condition was probably discovered at the 9 month check.
