His 21-year-old mother who cannot be named for legal reasons, admitted child neglect at a previous hearing in January.
Previous to what? Previous to the child being found in October?

Mum depressed - being seen but nothing done
'But Judge Russell told the defendant, who had pleaded guilty to a charge of child neglect at an earlier hearing: “Although it has been argued that there was a lack of support available to you, I do not accept that argument because you had previously had support and knew it was available. '
So she was in fact on social service's radar, like I said in the first place.
But oh no they did nowt wrong, give em all a pay rise!

or the far more likely occureance of case originally scheduled to court in January, defendent pleads guilty at the initial hearing and sentencing etc is adjourned for reports etcv etc on basis of mitigation offered at the initla hearing ... Okay fair enough, but my gaff is fairly irrelevantThe fact remains the woman & child were known to Social Services and did they check up on them, oh no.
If Plod had not been looking for a missing dog we could be hearing about another death.
But to some they are not in the slightest bit to blame and indeed need a pay rise for allowing this to happen under their noses!
