North Korea - how serious should we take them?

I was thinking the same thing when I posted it, but the absolute lunacy of North Korea means that it's incredibly difficult to judge whether it's true or not. On the one hand, no one would be so insane as to claim they're in the World Cup final when they didn't even compete. But on the other hand...it's North Korea and they really are that mental.
