I have no doubt that the North Koreans (or anyone else) could develop missiles given the above.
Given that he has not much of either, I believe his missiles are all show rather than go, but I dont for one minute believe that he cannot build them given resources and money.
They're reputed to have pretty good missile tech actually. Exports are booming......

I doubt they could manage much without China holding their hands. They'd easily cut them off if Kim gets to OTT.

When a communist government admits it's bad it's already too late.

Perhaps he'll come to his senses and accept outside help,....if there is any.

What chance would his starving soldiers stand against the USA if it came to a punch up?

Same chance as always, they would drag them into a jungle bloodbath if they were stupid enough to get involved on the ground.

He's been accepting Chinese help for years, but he's shut his borders due to CV19, or China has perhaps because NK is really infected...

Sounds like he must have some extremely important missile parts waiting to get through.

He knows his broadcasts are monitored, and he knows there are sympathetic ears out there that may be willing to push the UN towards humanitarian sanction lifting, or to even break the blockade itself.

Ultimately, the answer is staring him in the face - surrender the nuke program to Biden and we can all move on. But that means 'losing' face too. And that is something a NK leader would never consider.

Umm, North Korea is not a jungle climate. Perhaps you are thinking of Vietnam, which is another country?

Also its not about fighting the US, its the fact Soul is on the border and so any war results in NK killing the millions living in Soul just before NK it self is wiped out.

I think the Chinese would not require the Americans to be involved.

Having seen the multitude of geriatric generals and similar N Korea likes to parade, it looks more like 'toy town army' to me. Imagine trying to fight a war with 1000's of generals (or similar), who display loads of fictional medals, all trying to have an input. The sheer logistics in tryiny to move an enormous army is mind-boggling even if you a brilliant logistics system set up. A huge, under-fed, under-trained army, with an Armalite, a pocket of bullets, and a bag of sandwiches ain't going to be very effective.

I've said this a couple of times in this thread
The NK threat comes from conventional artillery which has the range to hit Seoul
They could inflict massive damage on many border SK towns and cities using WW2 technology.
For the US to locate and destroy every artillery battery would be impossible
Sure the war wouldn't last long, it wouldn't take the Yanks long to pulverise NK but the cost to South Koreans would be massive.
The Chinese are the ones keeping a lid on it all right now, they do not want the Americans turning up in their back yard, but are happy enough to let NK irritate the west.

I pretty much agree with this. With no Chinese intervention, the West would win but the cost of any war to the South Koreans would be devastation.

That assumes that the North Koreans have sufficient, in date artillery rounds.

If the Russians and Chinese haven’t been sending newer stock regularly, I wouldn’t be confident of fighting for very long time with ammunition that might be decades old.

Coupled with this news about famine, perhaps the NK’s army might not be as keen to fight as their leader and generals would like everyone to believe

Aren't they all employed to jot down the thoughts of the Great Leader in all those note books?

Trying as hard as they can to make sure it's some other bugger, preferably one in your direct line of promotion, who gets shot for whatever reason, whilst simultaneously trying as hard as they can to make sure one of their subordinates doesn't do the same.

Why don't South Korea just buy a whole load of C-RAM to at least partially counter the long known threat of NK artillery?
