Having the capacity isn't the same as being capable of using it. I wonder how competent he's to do that ?

Western artillery, a couple of thousand rounds is the goal before a barrel replacement (given a decent barrel, not guaranteed to be the case here, obviously).
Russian, a bit less, as some evidence suggests in Ukraine.

Which then begs the following question….

It’s often stated that NK could flatten Seoul in a hour or two, but do they really have the working equipment to actually do that?

I’m assuming that artillery rounds ‘go bad’ if not properly maintained and stored correctly?

Properly stored small arms ammunition has a practically unlimited shelf life. I assume the same is good for artillery rounds.

Well NK does have "Democratic" in its name, and they do hold 'elections' (with one party on the ballot and at gunpoint) so perhaps that gives then at least one point?

China, Saudi and Qatar on the lower rungs too.
