The main issue I see atm. Is with Blatter gone. All the Blatter voters will just vote in the next corrupt head of fifa and nothing will change. The whole organisation needs a culling of members before the next leader vote

I've been saying this for years but how on earth do you change something like that? The South Pacific Islands and small African States are hardly going to vote for or agree such a change.
