That's a very niggardly attitude you're displaying.

(Note- Niggard is an ancient word of English extraction meaning tight-fisted. I'm sure someone will be offended by the use of this innocuous word, though)

Was watching Kind Hearts and Coronets just the other day which uses the same nursery rhyme. Wasn't sure if I should be outraged ( mostly faux and grandstanding judging by this and the Ukip thread ) or not. Different age back then of course, so much so it now undesirable part is featured in the trailer for the film.

No. I would use it whenever I thought it was necessary and not inappropriate to use in front of those who would hear it. It's not a word I often have cause to use. I used it earlier in front of my cat, to demonstrate that no harm ensued as a result. I would never use it in a way intended to cause offence, nor in a way that I thought would make people think ill of me, but ultimately it is just a word.

If you think it is appropriate to use it here, go ahead. Do you want to know how to circumvent the filter?

A word is just a sound made by the mouth, a movement of air. If you're offended by a word, it's probably the result of bad upbringing.

If people were taught at an early age not to react to words in such a way, they wouldn't be offended, therefore; blame the parents.
