You only pay tax on earnings over the threshold, not all of it.

I had that in mind when I read the post.
If it had been a 12K tax allowance I would not have commented but even using the wording that is there it is still wrong as those that earn the minimum wage will still be liable for tax unless they limit their hours.

Yes it will. I can't remember the time period of the top of my head but if it was too close to a General Election then there would be no By-election rather than the seat not being contested at General Election.In 1997 there was a By-election in Wirral South on 27th February and the seat was re-contested on 1st May in the General Election.
