Why is he unsuitable for a senior job in the city?

As far as I understand this he used to pay his daily fares until 2008
But somehow found out, that paying the fine at checkout was way cheaper.
How does that make him unsuitable for a senior job in the city? Isn't
that kind of loopholing part of his expected professional behavior?

Him getting cought due to not using a fresh oyster card every now and
then and not being able to stay tight lipped might have been more of a
letdown to his piers. As much as his very low
key appearance.

I'd bet he didn't even invent that "scheme" just blew out of proportion
what the neighbours boys had shown him and now he ruined it for every one
traveling from that station.
he is exactly suited to the City, but they cannot allow this in public anymore.

Strange.
If it's not public information, it's not that strange...

Go on AyBee. You've made the statement that there are people in the City committing Criminal acts. Tell us what is happening, and also report it to the authorities, criminal acts need to be stopped, and it's down to you now. So be a man and spill the beans.

I would like to say all those people who are abusing the expenses, then get a slap on the wrist and keep their job, being told to pay it back if possible.

Loads of MPs have effectively stolen money to line their own pockets and yet most are still working as MPs.

Why should they not be kicked out, or is corruption allowed as an MP but not as a city boy?

YES
Be nice if any civil servant WAS bared from working in their industry and forfeited their pension for doing the same.

After all they do work for the taxpayer.

Not sure about applying this test to low level civil servants, but certainly should apply to the higher levels and MPs.

Eric Joyce springs to mind... just before 'leaving' after being let off numerous times for fighting, he decided to by lots of expensive computers and got away with it.

The whole 'expenses' and 'hiring family members' gravy train is still a crooks charter and thats after the 'root and branch' reform. Before they were flipping homes and so on. Some were true crooks, most just took advantage of our good nature.

The FCA applies it to people who in a responsilble position.

I think that would be a perfect carrot and stick for anyone looking to milk the system - no matter what their industry.

Actually it sounds like he was totally getting away with the train fare part of the scam (I guess he avoided stations with magnetic ticket gate barriers) but it was his car being noticed in the car park too often that was his undoing!

He did. Unwise persistence through greed does seem to be a feature of this type of criminality. A change is as good as a spell inside, better even. But still naughty of course.

True - I guess Frank would have driven a more upmarket vehicle .. he probably thought he was being discreet by driving a plain Vauxhall (or just tight) but if you're going to scam then you have to wear the right clothes.

You should take more care to get the "price paid" right as well.

Having non-replaceable bits of paper does seem a very archaic way of doing things, but I dread to think how much a nationwide smart/oyster card system would cost
