It mentioned they have the tapes so I'm sure it's possible work out what his arm movements were doing and his overall positioning.

Several reasons: Shame/ self guilt and another very unpalatable one
There was a very strong chain of thought in the 1990's that if you were a victim of child abuse you would end up an abuser yourself. I suspect that chain of thought may still exist.
It is yet another "burden" the abused has to deal with.

Even now with the results of the trial in mind I still cant really see "creepy Pedo" in Rolf but old Jingle jangle is as weird and slimy as usual.Every clip I have seen of JS makes me think "pervert", Rolf was obviously better at hiding it or in terms of perv-potential (TM) Jimmy was 98% perve 2% normal, Rolf was the opposite.
ETA: Numbers may vary dependant on evidence and trial transcripts.
