I don't necessarily agree with it but you can look at how they calculate and present it.

The published business cases are completely meaningless. The most recent one, published by the council in 2013, assumed a lower fare to the airport but also extending the premium fare to Ingliston P&R and RBS Gogar - changes that the independent consultants warned could have a material impact on passenger revenue. Until the accounts are published, the public are largely in the dark.
