A bit out of context perhaps? Hit the "Arabs" hard could well mean the Hamas fighters. Where in that link does it say he means hit civilians hard? The quote "We purposely attack civilians", where is that in that link other than the perception of the author? It is in quotations but attributed to no one. Could you find a more propoganda-laden piece than this bit?

IMO, he was not speaking of civilians at all. I understand you were not saying this video was reflecting your views neccessarily, it was just a debate topic. I respect that.
