As others have said there are numerous reasons why it’s highly unlikely that the cats would have been used for catering purposes on the curry mile.
One reason is that catmeat isn’t halal because cats are carnivorous. Of course, it is possible that the perpetrators of this incident sourced only vegetarian cats…..
Other reasons are that it’s actually quite hard to catch a cat for nefarious purposes. As animals go, they’re not particularly stupid. Even after having caught them, it’s not going to be particularly easy to kill them. And whilst there are many ways to skin a cat, there isn’t a great deal of meat left once you’ve finished. You would then be left with some rather tough gamey meat which will look and taste different to the run-of-the-mill meat served regardless of the amount of salt, fat, and spices used in the cooking process.
Far easier getting pre-diced chicken from the wholesaler.
Strange that it was only heads. I wonder where the fur and bones ended up. Possibly some "Itchy and Scratchy" fanatic is on the loose....

Why wouldn't it surprise you? If the bag had been found next to a pie and mash shop run by Ron Bloke, would you expect the cats to be destined for pies? I am just wondering if you have the same dim view of all types of cheapo quick eats restaurants.
Wasn't there a survey done recently on kebab meat and a fairly considerable portion was deemed to be of unknown origin?OK not exactly curries but similar. More so than pie and mash as you put it.
I think I can see where you're trying to go with this though.
