I would suggest, round them ALL up just to be on the safe side, and put them in closed off areas where they can be contained. I would use the word concentration camp, but that doesn't sound right so maybe 'holiday camps for their own good' would be better. Easy.

You could clearly see the sawing of the knife on the guys throat, and the victim struggling. Blood begins to poor down the neck.

I'm sorry to be so graphic but the few remarks that say it isn't real or it doesn't depict the actual act are deluding themselves for some reason.

I didnt see any blood either and there is another very slow motion of the same video on another site where you can see that even after multiple 'sawings' there is nothing being produced.

Compare this to some of the other videos of this nature to see the difference.

Edit: Also why was his head all red at the end. Unless they rolled it around in it afterwards that wouldn't happen either. Unless its to disguise something of course

I have a question around this - I heard the video report on the radio (haven't seen it myself), but the journalist gave a speech condemning obama etc. Why would he do this if he knew he was going to die? I mean, surely he would just resist since he's going to be killed anyway. Why be so calm at a time like that?

As some have said, this was likely done multiple times, each of which nothing happened to him and he went back to his cell, etc. I would wager he knew that nobody would take his statement seriously, realizing that it was under gunpoint.
