When he begins a sentence like "I firmly believe that what this country needs is bla bla....", he deliberately stutters the "I" to make himself sound like he's in a genuine intellectual rush to tell you something vital and relevant.
He uses it on PMQs too.
Gotta feel for the solid third of this country's voting population who think that that pr*ck and his sidekick will be good for this country.
