Seems strange they do not say, Person 'A' opened fire with shotgun... instead the victim has superficial pellet wounds to head and shoulders.

Agreed, no one sits still to be shot more than once by a pellet gun. His wound sounds consistent with a shotgun using birdshot; luckily, it sounds as if they were to far away for a shotgun to be lethal.

You do often see this kind of confusion as the journalist is quoting the Police report and have, themselves, no idea about guns and related ammunition.
