Correct me if Im wrong (still looking for the parrot) but English MPs can't vote on Scottish matters, the issue is that Scottish MPs can still vote on English only matters.

Labour are refusing to back a policy to change that to allow only English MPs to vote on English matters.

My god, you really are *that* stupid.

Devolution of further powers from the UK to Scotland is clearly a decision for those who hold the powers currently, not those who are to receive them, hence all UK MPs get a vote.

And as such, decisions affecting the UK should be voted on by all mps... Not their fault there are devolved parliaments that excludes England...

Decisions affecting the UK should be voted on by all MPs.

Decisions affecting parts of the UK should be voted on by their representatives.

The options in the command paper presented by Mr Hague are expected to propose options :

- Barring Scottish MPs from any role in English and Welsh bills
- Allowing English MPs to have a greater say over the early readings of bills before allowing all MPs to vote on the final stages
- Giving English MPs a veto over certain legislation
- A separate Lib Dem plan to establish a grand committee of English MPs to scrutinise legislation

Does this go far enough?

Sounds like cleggy had both feet in this one just to give his party something to do, I wonder how much is from them and non negotiable?
