Which is the correct decision IMHO.

For one thing, to the letter of the law, that is precisely what many of us feel it was; fraud. For another thing, drawing the line under idiotic, short term, bonus-grabbing management stunts is something long overdue in many parts of the private sector. I bet these cowboys thought they'd be long gone, into the sunset, by the time fallout of their chicanery materialsed.
