IIRC Russia was building it's own GPS system, but I don't think it works yet, or not everywhere.

Do these Russian planes rely on GPS? I know they could navigate with a chart and a compass if necessary but presumably they make use of the US GPS system?

It works fine now, its called GLONASS and your phone may well have a combined GPS/GLONASS receiver
