Andrew Neilson, director of campaigns at the Howard League for Penal Reform, said although ministers had announced their intention to proceed with the ban some 18 months ago, "no discernible progress has been achieved."
He added: "It is clear officials are worried as to the consequences of enforcing a ban at a time when the prisons are overcrowded and staff resources have been cut back."
Agree with the principle but blimey this guy complaining has got some balls (despite the crime he is in for)

Surely they ccould just have a smoker's bit outside, like pubs?
ironically they do-for the staff.as I understand it a prisoner's cell is legislated as their home and the only place they are allowed to smoke and staff are supposed to leave premises so I'm told.
All the above could be total bks though.
