They should, but it happens every day. The sooner it's made illegal for TVL to harass home owners, the better.
why?or are you advocating the BBC encrypt all their services so that each TV would require a subscription (like Sky etc)?

Surely the Police have to act on this?

Pedantic, I know but Birmingham isn't 'yam-yam', that'd be the Black Country. Which B'ham isn't part of.Funny how all the hard working, impoverished folk have the money to pay for st tattooes. fking loud mouthed, retarded, yam-yam spacker.
Out of interest, do you know what 'yam-yam' derives from?

I have no children but still have to pay for schools and universities. If I don't pay my taxes I will be harassed by HMRC.
I also don't use; the library (ours is no more than a bloody crèche), council sports facilities, hearing loops, etc.
Eliminate the licence and put it on general taxation - but then, unless you are earning you'll get it for free.

Don't really see the problem. He wasn't assaulted. He was just escorted back to his car and told to bugger off.
In my opinion, the BBC needs to be split. The first part should simply be an IMPARTIAL news and information outlet and be public funded from general taxation.
The rest (including stuff I enjoy like Top Gear and the F1) should be spun off and left to fend for itself like all other media organizations have to.
A friend of mine bought a house but didn't move in for about 6 months or so. Every couple of weeks when he went to the house, there would be another letter from the TV Licensing protection racket.
Letter 1: You need to pay for a TV license.
Letter 2: Despite our previous letter, you still haven't bought a TV License.
Letter 3: We're going to open an 'investigation'...
Letter 4: We are investigating...
Letter 5: We have concluded our investigation. You need to buy a TV License.
Letter 6: If you don't buy one, you'll have to go to court and may face a prison sentence.
Letter 7: Court, prison, blah blah.
I told him to write on the envelopes, 'Return to sender: Mr Occupier not known at this address'.
Quite simply, threatening people with prison for not buying something they don't need is extortion. Plain and simple.
