To support more downloads, the hosting company will need to invest in servers, links/additional bandwidth. Therefore the hosting company will expect you to pay more.

No. Closest you can get is like Sky do (or at least used to) for some movies where they'd have start times every n hours. Only really works though if you're expecting enough people want to watch it and wait for the start time.And, multicast doesn't just work over the internet, it requires substantial amount of work to go on behind the scenes.
ETA: That work is contractual as well as technical, per-ISP and is pointless if the end users don't share the same network paths.
