Scotland's ancient universities pre-date the Act of Union by several centuries and have always been free of political interference by Scottish and UK governments.

The Scottish Government's draft budget will be published on 16th December. article said:
we will propose an income tax rate after seeing the detail of the UK Government’s spending review, which is not scheduled until late November."

Not sure what you mean by "lets see if they put their money where their mouth is now"? What do you expect to happen? And what is "fair"? Fairness means a lot of different things to many different people.
