Not sure if the FIA is corrupt but it certainly has its shortfalls. The ICC is another institution that seems to be run for the good of one country and little else. However the R&A and to a certain extent the USGA and PGA do seem a little more enlightened Ridgemont said:

But ordinarily, the head of any organisation/company that had this sort of investigation in to it would immediately fall on their sword.
Blatter seems to have no sense of personal responsibility at all.

I think you're being a little naive if you think that any head would automatically fall on their collective swords. They might once the evidence piled up against them but sadly that's not going to happen anytime soon. A lot of the people have ridden roughshod to get where they are so I doubt having a moral compass is high on their to do list. But ordinarily, the head of any organisation/company that had this sort of investigation in to it would immediately fall on their sword.
