Cycling is a peaceful, law abiding hobby. But Cycling community leaders need to denounce these acts, which have nothing to do with Cycling. So, imo anyone taking it seriously enough to have all the clobber like that chap (that was not a cheap bike etc), plus be that bothered about average speed is likely to be a "proper" cyclist.
Any member of any club will have 3rd party insurance at least. All clubs insist on it.
Any member of British Cycling, CtC, Audax, whatever will have insurance.
I can't think why anyone with 1/2 a brain would ride around uninsured. I know all of my club mates and all of my ride buddies are insured, after all it's not just your bike, but more what you hit - i'm based in Cheshire and really, really don't want a bill if i have a 50/50 scrape with an Aston or whatnot!
But don't let this get in the way of your assumption that everyone on a bike is a wker.

You are absolutely correct. There are far too many threads like this. IIRC, there was one in 2011, and another in 2005.I'll start a thread called "dhead Cyclists - (Vol 1), just to keep you happy.

Not only that, but via the Powers of Criminal Courts (Sentencing) Act 2000, “the courts have the power to disqualify a cyclist from driving a car for any offence.”
