One thing i do understand is that Governments 'address' lots of things. That is absolutely not the same thing as having a long term solution to a problem particularly if, as people keep repeating, the issue here is not one of benefits but one of behaviours. A poxy benefit cap will have zero effect upon the latter, particularly when, as you've implied, it's a pretty fictional cap.

I'm not sure why you keep pushing this line. So what if the public supports it. I support it. But that's not the point is it? The question is how exactly multiple political administrations can alter the attitudes of a large chunk of the population who appear increasingly entrenched in their worldview, how long it will take to do so, and how much it will cost in the long run. Do you really think that such a concerted attempt at social engineering can withstand constant turnovers in leadership, direction, budget and personnel?
