It's a smart move by the Govt
1. It will force the labour candidates to show their hand
2. It doesn't start until 2017 and even IF Scotland did leave the costs beyond leave date will sit with them
3. Proves without doubt UK is investing hugely in Scottish jobs and future
4. Makes it difficult for SNP - this money is over and beyond Barnett so saying it could be spent in Scottish NHS or Police etc is a farce as it would only be £30m to them which does nothing really. Also it isn't their money to say where it does or doesn't get spent.
5. Defence is and always will be a UK Westminster decision
6. Can easily pull it back without spending it. It's a win win strategy.
