Charities and other similar institutions tend to have famous patrons.
I wouldn't say it's about being qualified but if you can get the airtime to promote the service because of who you are there's a much greater chance of it being known about and actually used.

Don't really see the point of Camra as pubs now have multiple real/cask ales on tap, a far cry from the 90's were it was just lager.
