You're thinking of Angela Rayner. Believe it or not she's even thicker than Jess Philips. But she does have some enormous assets.

Her political USP (Unique Selling Point for the uninitiated) is that she's a brummie with a strong Yardley accent, and therefore while she spouts generalised pish, she is working class, and therefore to be cherished. I never understand this, journalists write endlessly about how clever and visionary she is (even the Spectator had a fawning piece about her a while back) yet every time I've seen her she appears to be yet another Labour politician whose political education stopped somewhere around her 18th birthday.
