I assumed this type of threat was common knowledge, the fact a typically medical isotope has been detected across Europe in the atmosphere is an indication of how much monitoring is out there for this exact scenario.

We have had a network of monitoring stations for many years- most countries probably do these days. RIMNET if anyone is interested.

If 'such activity' = manufacturing site, which presumably is where this has come from, yes. - should be well known. Very little, if any, in the UK these days.
