IMO, the joke isn't offensive. It makes no stereotypical assumptions, attacks no groups. The butt is the teller.
Had it been about (for example) a Polish plumber holing up somewhere for fear of UKIP lynch mobs, that would have been an attack on the assumed ignorance of the plumber and the perceived xenophobia of the 'Kippers - offensive to both.
