Parked near me is a Thames valley police camera van, I went to ask how long they will be blocking my drive and was astonished to see a chap with a tee shirt and shorts on inside operating the camera.
I asked how can a civilian be in a police van (police written all over it)and not be prosecuted for imitating a police officer.
He just told me to ps off....................
Are they allowed to do this as he is no way a police officer in a police vehicle

If they are blocking your access, phone the real police and report them for obstructing the highway.

Yes, call the police if they are blocking your drive.

Also throw rocks at him.

So does the OP have such a a large drive that a camera van parked near him is blocking his drive. Please tell us OP which one is it?

As for people driving a marked police car. no where in law does it say only police officers are allowed to drive police vehicles. Nor is a non police officer in a police vehicle impersonating a police officer.

Surely if anybody is fined today there must be a case in court not to get fined and receive any points, as he must be breaking the law himself confused

I don't think that there is anything stopping the police from recommending to the CPS that they prosecute based on evidence from a member of the public.

As for blocking your drive, if any vehicle is restricting your access from your property to the highway, then it is within the Police's remit to get it moved. Not so is someone is blocking access to your property from the highway.

Finally, the Police do not always wear a uniform.

Oh very good. A sure fire way of finding out if the operator has a warrant card.

OP there is no requirement for a police officer to be involved in the issue of a speeding ticket. But feel free to contact the PCC and tell him of all the laws that you saw being broken. Perhaps to save him time you could actually quote to him/her what laws have actually been broken. Maybe yould also put a link to them on here so we all understand what you are going on about.

I thought that only a police officer can make a qualified estimate of speed, prior to then deploying the laser gun?

No, anyone can do it after a one-day training course.

Surely its good use of Police resources for civilians to man the camera van while fully trained police officers can tackle more serious crime?

You sound like a right bundle of joy OP :-)
