They won't get any clarification of what the outcome will be and they know that's the case.
So the question is, what's the real reason for the story?

If you think a sizable chunk of £60Bn in taxes might realistically do a runner, might it affect your plans?
Ignoring such a risk would not seem to be in the best interests of the UK.

Do you think if its not 100% its not an issue? What about 5% / 10% / 15% of £60Bn? Care about that? That could be getting on for £350m/week for the NHS - I remember that being on your big-red-lie-bus.

The point about the City contracting is spot on. As a nation we should have been planning for this for some time already.
Time will tell what ends up being negotiated. And what other external influences will also impact the direction of the wind.
