Pupils given detention because parents can't afford.....

We had similar at kids tuck shop.
The same kids never had any money, first week you might take a view second week you might make a note, third week when they are picking handfuls of sweets you say no.
Detention is hardly the end of the world, and it inconveniences the parents as well which might make them think / pay.

Would it not be better to stop parents going into negative by going back to the more "traditional" pay as you go method.
Ie child takes money with them to buy lunch.
No money, no lunch??
If a parent cannot afford to feed their child, they are not fit to be parents surely, and social services should be involved?
