I used to answer FOIs in a previous existence so I carefully worded mine so as not to fall foul of the cost rule.
I do seem to have fallen foul of the "commercially sensitive" rule. However as I'm only asking for budgeted running costs from the Trust's business case and not specific contract figures I think they're wrong not to disclose the information.

It's not a private facility. It's a wholly owned NHS trust hospital that only deals with private paying patients.Funding is baffling in the NHS - maybe intentionally. My daughter wears an NHS badge and has an NHS email address. But she's employed by a company which is a JV between a charity and a distant (100 miles away) Foundation Trust. The JV provides its services through a local Trust, who themselves are contracted by the area's Clinical Commissioning Group.
The rate her services are charged at is absolutely mind-blowing - it's more per hour than she is paid per week.
