I'm not sure how this works but somehow the seller gets fined because the buyer is crap at the job.

I think you will find that Pfizer deliberately misled by selling the drug through a third party, you could reasonably argue that the NHS purchasing authority should be alert to such scams, but that doesn't detract from the fact that Pfizer are dishonest. In terms of NHS purchasing, I can tell you with some confidence that their policy and strategy is all over the place, from one Trust to another prices for medical and non-medical equipment and services vary, but you have to bear in mind that it is an organisation with a budget to match many countries GDP's.

What NHS buyer? No such thing. In primary care, drug purchasing is the responsibility of the pharmacy.
