In fairness to the chump in question, I doubt it was done with any malice, it very probably could be a genuine mistake - he should still have his wrists slapped though.

Because the self confessed 'not a transport expert' transport minister for Scotland is getting his come-uppance in the most ironic fashion. Just looked him up, how does someone so young get a senior position, he only became an MP in 2011 and only worked for 4 years before that. In the time he's become an MP you couldn't even complete a Transport degree (part time) let alone know the field!
His skin colour probably helped.A few years ago the SNP made a big effort to win over the Scottish Muslim community which traditionally voted Labour. They allied with various groups one of which was The Scottish Islamic Foundation which was run by Yousuf and his cousin. The Nats threw tax payers money at such groups in return for their votes. The same holds true for Tasmina Ahmed-Sheikh MP who set up the Scottish Asian Women's Association - they were given £16k to host a launch party. A few years later she was selected as a parliamentary candidate.
They also offered the controversial lawyer Aamer Anwar a seat.
That said, irrespective of colour the SNP do seem to have a large proportion of politicians who have done very little of note in life yet now find themselves as MPs or Ministers.
