Politicians love creating new law. It makes them feel that they are "doing something". Unfortunately, the best approach is usually "do nothing" - apart from enforce the existing laws properly.

But they won't do that because that usually requires allocating resources and actually spending money.

Creating law is a relatively cheap options.

Applying it is what costs.

And creating petitions for enhanced and more extensive legislation is EXACTLY what politicians love.
