The Terrorism Act says that the action must be "for the purpose of advancing a political, religious, racial or ideological cause." Perhaps we don't know if that's the case? Zoon said:

The DM seem to have more details on this - looks like it was the husband/partner who did he. He sounds pretty deranged as he also slammed his kid on the floor as well as the acid attack.

Because terrorism means something else.It's a bit like saying stalking should be classified as GBH.
