Can I assume that anyone having a saftey deposit box is hiding something?

Seems nothings safe these days, even safes.

Seriously, if theres anything of actual worth hidden away in a SD box, does it usually means theres something dodgy going on?

Nice sting to be had: set up a SDB facility. Make it known they are 'moody'but the police are unaware. Let them deposit their gear, mark it/replace it with fakes, track it.

Will the Police be able to use the £35M they seized to offset the £1M it cost to run the Operation?

Proceeds of Crime Act - I think.

I think they can confiscate.
