Stuffing a body into a bag then leaving it a bath at the murder scene is unusual. The body is usually abandoned at the murder scene, concealed at the scene, or removed for disposal elsewhere.
I would normally associate a bag with transporting the body for disposal. Finding a body left in a bag at a disposal site would be normal, but not at the murder scene unless it’s concealed.

A third option is that the killers understood the Psychology and acted to mislead, staging a crime scene. That would suggest experience and professional advice which an Intelligence Service would have available.
