What I found strange was the police quote:
The location of the five-storey townhouse, just a mile from MI6 headquarters, fuelled speculation that the man was working there before his death.
But a police source stressed that the man had not been formally identified, saying that while his employment documentation suggested he had indeed worked for the secret service, "he might have been an air conditioning technician rather than a spy".
Show me an air conditioning technician that can afford the rent on an apartment in a townhouse in Pimlico....??

My parents have a clearance level were by I would be able to discuss with them if I was doing this sort of work, due to the position my father used to hold. So it is possible if unlikely. But morally you probably wouldnt tell them.
