Despite the poorly written article linked by the OP, this is a very real and very serious threat. I've been doing research into this topic through work, and you'd be amazed just how much damage these CME (Coronal Mass Ejections) can do.

Search for 1859 event - look at what damage was done then and then consider the level of electronic integration in our daily lives - and the 1989 event, as it has pictures of what a small CME can do to an electrical transformer at a power station.

13 March 1989. That was truly amazing, as long as you weren't blacked out for ages. An all-sky aurora from dusk to past midnight, possibly longer but I finally gave up and went indoors at that point.Anyway this 2013 could should might maybe dunno ermmm warning thing is the major flaw in the article, nobody knows when - even though solar activity is depressed the likelihood remains but we'll only ever get a few hours' notice if any.
Given that on 13 March 1989 it was almost impossible to generate any interest (or concern) about a spectacular event happening right over people's heads, when it happens again the general public will be as unaware and unprepared as it's possible to be.
