I'd say the wording is poor on his legal submission and that's a valid complaint (doubt it's perjury though!). However the certificate thing is a just fluff - the IPCC issued the certificates with the text on them to IPCC participants.
It may be more serious than that - makes him out to be a liar (if he did actually portray himself as a Nobel prize winner).That's not good.
It may count against him!

By the way in case anybody is unaware, John O'Sullivan isn't exactly an uninvolved party in this stuff. He's on (or was) Tim Ball's team in the Mann v Ball libel case. Also, some might remember the 'Sky Dragon Slayer' threads on Judith Curry's blog? - well they aren't there now cos John O'Sullivan issued a libel challenge earlier this year due to allegations made in the comments and JC was forced to remove them. All good material for the popcorn munchers!
