Ebay item not received - claim via ebay or paypal?

Bought something off ebay for 43 pounds.

Its been a week or so and it should have arrived within 3 days.
Seller reputation so so.

Hasnt arrived.

Who should i claim through?
Paypal or ebay?

Ebays delivery time is only a guess anyway.

A few buyers complain of non delivery in feedback.

Id like to make sure i go the best route.

Open a case through ebay then

they may tell you to wait a bit longer though

Paypal, I find everything Ebay based very frustrating.
