Low foreign change commission credit/debit cards (prepaid?)

Looking to buy a few things on US ebay but want to circumnavigate the highish commission PayPal charges when taking funds from your bank account.

You can pay PayPal with a debit/credit card in USD

Can anyone suggest who is offering the best deal for online purchases - is it still the Halifax credit card ?

Don't mind having a prepaid debit card if it's better
