Receiving a payment from Europe and ID

Hello all,

I have just sold my car to a chap in Holland. He's arranging a bank transfer and has asked for a scanned copy of my passport - is this normal ? He says this is to comply with anti-terror laws but I couldn't find anything online about this.

Ask him to quote the particular law he is invoking i.e. the name of the law and the section no. etc of the piece of legislation.

So he would have:
- your address
- your passport with all your personal details
- your bank account number

That smells of identity theft, a lot!!
